  5.     When the charred body of Foreign Minister Robert Ouko was
  6. found with a bullet in the head 21 months ago, a police report
  7. suggested he had committed suicide. Last week a judicial
  8. commission of inquiry finally learned the results of an
  9. independent investigation, headed by Scotland Yard detective
  10. John Troon, that had been suppressed by the government of
  11. President Daniel arap Moi. Troon concluded that Ouko had been
  12. murdered to stop his revelations of high-level corruption in the
  13. Moi administration.

  15.     Troon linked Ouko's death to a Washington visit in January
  16. 1990 by Moi, Ouko and Energy Minister Nicholas Biwott, who was
  17. recently accused of taking a 10% commission from an Italian
  18. contractor. Charging that "corruption in central government and
  19. personal vendetta were motives for Ouko's murder," Troon
  20. testified that Ouko and Biwott quarreled angrily after U.S.
  21. officials told the group a crackdown on government malfeasance
  22. would improve the business climate. Western governments,
  23. including the U.S., may withhold aid unless Kenya cleans up its
  24. act.
